## Summary
Issue #5726: The BSP cannot raise a test interrupt and has no CPU counter
Three commits. The first probes the interrupt controller and raises the
interrupt through it where the probe succeeds. The second adds
`TM27_INTERRUPT_VECTOR_ALTERNATIVE` on the AXI UART Lite. The third runs the
second counter of the AXI timer as the CPU counter.
`spcpucounter01` turns red on Qemu with the third commit, for the reason the
issue gives. The test passed before only because the counter was a fiction.
The alternative vector is verified on Qemu only. Qemu raises the interrupt of
the device from the interrupt enable alone, while a real device raises it on a
transition of its FIFO. The family also covers real boards such as `kcu105`, so
that path needs a test on hardware.
