RTEMS | Turn motorola_powerpc BSPs into individual BSPs (#5731)

There will be some duplication. However, a majority of the BSP related files have `#ifdef mot_ppc_*` conditional blocks for each of the boards. These files are quite tangled with each other, and make it difficult to update a single BSP without breaking all the other BSPs.

For any file that is being used by all BSPs and is roughly untouched by conditional compilations, I will add them into powerpc/shared and move them from motorola_powerpc

mvme3100 is a good example where separating the BSP allowed it to add its own features independently. I am hopeful that cleaning up this BSP would improve maintainability even with some duplicate codes
