SIS | sis required install-info (#6)

## Summary
The sis installation process requires _install-info_ to be provided by the host. Since this is not required more generally by the RTEMS Development Environment, _sb-check_ does not look for it.

The simplest solution is to for sis to include its own [install-sh](https://github.com/gcc-mirror/gcc/blob/master/install-sh) like GCC does.

## Steps to reproduce
Build on a host without _install-info_
