Documentation | Move aarch64 BSPs out from the arm section (#159)

The user guide currently has a single sentence advertising this capability. It is not well documented and I would not recommend it for use. The only way to operate it right now is via JTAG, though a 64bit stub could be written to boot the RTEMS binary in 32-bit mode.
