The solution of downloading and running the CI tools to do this is going to make it a lot harder for contributors to make submissions? What I've heard and remember is that we want to use off-the-shelf tools to deal with the formatting. This has been the direction things have been going for about 5 years now. The "mad dash" is to get this done before we have a release so we don't have a lot of problems with backports and churn after the release. I've also said this multiple times during meetings.
