I don't really follow this argument. I shouldn't have to download/run the CI tools in order to pass CI. In the case of formatting, we are using standard clang-format with our own style file and I can use any of the tools provided by the clang-format community. By adding config files in the tree, I can just use my text editor (vim in my case) and it "just works" by picking up the correct config file based on the path of the file I'm working on.
