## Summary

bsps/riscv: Put processor to sleep if not boot processor

If `RTEMS_SMP` is not enabled, this will compare the `RISCV_BOOT_HARTID` with the current hart ID and loop forever if they are not equal.

Needed to have non-SMP BSPs run on multicore systems
