What is the concern with adding `_clang-format` files in the source tree to handle localized style? From my perspective, this is a good solution for the present situation. When you get your tool done, then we can revisit this.
The advantage of embedding the style files in the tree is that all the off-the-shelf integrations for using `clang-format` will "just work" from a cloned rtems.git. This is the simplest solution for new contributors.
