RTEMS | .clang-format-ignore: add ignore file (!1043)

This is not how it is meant to work, we have `rtems-ignore`, I do not know why are you are re-implementing things that we already have.  This is meant to into \`.gitlab/format.toml\`

The files get stripped when a check happens and fed on the commandline, we do not rely on file extensions but explicit glob entries in a single file.  If there needs to be a \`.clang-format-ignore\` file it would be autogenerated like some of the other files are.
