RTEMS Source Builder | Prevent builds when a non-clean build directory is detected (#158)

## Summary
RSB builds expect a clean build directory for repeatability, but when running a build after a build with `--no-clean`, this is not detected and can cause unexpected build events.

RSB should detect an unclean build directory and refuse to start a new build. In the error message, it should give exact directions to resolve the conflict.
