## Summary

rtems.py: Fail configure for missing BSPs

Currently, rtems_waf presents inconsistent behavior for missing BSPs
depending on the presence of particular architecture/version
combinations present in the installed prefix. This change causes
rtems_waf to reject all missing BSPs and improves the error messages on
configuration failures.
