The distinction between the priority-based message delivery and priority-based thread receive is subtle. I think we just have to be a little bit careful and avoid causing confusion. We certainly don't want to break our existing practice. This would lead me to think that we want to make an application configuration to enable `mq_receive` with thread priority.
