Central | spec/rtems/clock: update TOD tests assuming y2100 (!16)

I'll stick with the current names and just update these tests for the boundary condition. I don't think we need to add a test for 2100 specifically here, since there already exists `InvLeap100` that tests it for the leap year calculations.
