RTEMS | cpukit: Move FatFs core to cpukit/contrib (!1071)

We should try to move this into `contrib/cpukit` since it is already a pretty clean import and can follow that process. The purpose of `cpukit/contrib` is to be a staging area for third-party code that is already in rtems.git but is not tracked well enough for us to move it into `rtems.git/contrib/cpukit`.
