RTEMS | waf: Invalidate build on configuration change (!1093)

The error was that on building the x86_64/amd64 and aarch64/zynqmp_apu bsp with 

Non SMP mode worked fine but after this if we ran in SMP mode without performing ./waf clean or distclean then it produced linker errors.

The test for this solution is for the solution to work.

I ran non SMP mode first, then immediately SMP mode , then again switched from SMP to non SMP and then back to SMP for better validation.
