RTEMS | Build system fails when switching configuration between SMP and non-SMP (#5482)

x86_64/amd64 and aarch64/zynqmp_apu and likely any other BSP that supports SMP.

i tested primarily on amd64 and zynqmp_apu

To reproduce this first clean, configure, build and run in non smp.

Then change the RTEMS_TEST = true in the config.ini

Then without cleaning, directly configure build and run in smp.

The building process returns linker errors.
