## Summary

Build failure when running sb-set-builder using the `--with-lto` option. Reproduced on 6.2 release.

## Steps to reproduce

$ sudo ../source-builder/sb-set-builder --prefix=/usr/local/toolchain/rtems-6 6/rtems-arm --with-lto

Result:

config: tools/rtems-gcc-13.3-newlib-head.cfg
error: gcc-common-1.cfg:171: macro '%{enable_lto}' not found
Build FAILED
