RTEMS | aarch64: add rk3399_rockpro64 BSP (!894)

I wanted to mention that for new BSPs, there are at least three things that tend to be forgotten:

- Adding BSP to the Users Guide (rtems-docs)
- Adding BSP to rtems-tester configuration files (rtems-tools)
- Adding a note to the appropriate release notes that a new BSP was added (rtems-release)
