SIS | Improve sis command line help (#1)

## Summary
The command line help for sis just lists the command line options without any explanation. This issue is for:

1. Verifying that the current help matches what is in the code.
2. Improving the help with a description of each option
3. Verify the information in _sis.texi_ is up to date and accurate

## Steps to reproduce

`sparc-rtems7-sis --help`
