Hi @amar, thank you for the pointers to the contrib/ stuff.  I have moved the HAL there.  I have not added a tag since it seems likely there will be more rebase(s) necessary before this all gets merged, but the tag should be contrib/bsps/arm/efm32gg11/4.5.0 and the current commit it should point to is 5abc14f69ea6be6e4449d7d0c58fcef37490eb69.
