No, those modifications are not strictly necessary.  It just bugs me that they created separate include files for every chip variation when most of the variations (several package types and two temperature ratings) have no effect on the contents.  I do understand the desire to keep it as close to the upstream distribution as possible though, I could easily undo that second commit and instead change my processor.h to include arbitrarily select a certain package/temperature file for each main type.
