Those are in other repos and we just don't want to forget them.

Importing the HAL first is good because as soon as the BSP shows up, it will appear in the output of rtems-bsps at the top of the tree and should be buildable. 

There may be another ticket for us to file to make sure some of the details we have gone over here are actually in documentation. But that is not part of adding the BSP. It's just housekeeping after doing the process again.
