## Summary

This reverts to commit hash 56f61c7d, which is right before the
implementation of `stringtofloat` and `stringtodouble` by Ralf. 
And then reimplements those functions from scratch,  also applying later changes in those files.

The issue #5423 mentions test `string01` but I am unable to find it anywhere? 
I grep'ed all file names and also contents of all files inside the repo and there isnt any mention of `string01` anywhere. So I am marking the MR as draft. I could implement those tests in the same MR if they are not available.
