RTEMS | tests need to be characterized for memory requirements and filtered against the BSP configuration (#5417)

Moved to 8.1 since this is no longer a pressing issue as the memory requirements for psximfs03 have been reduced to a reasonable level. This is still something that eventually needs to be addressed.
