Marking this as Draft following the discussion in Issue #5434 

as Per Joel's feedback, I am pivoting to evaluate the `safelibc` repository for integration instead of implementing these functions manually. I'm keeping this MR open for now as a reference for the build system integration logic, but I will likely supersede this with a library import MR once the upstream source is selected.
