Yes gitlab labels are what we should be using commit messages should be from the developer and short titles with verbose subjects. We have a heavy use of 'title only' commits so making the title more verbose doesn't make sense.
If anything that should be for the commit message body not the title.
We can also automate labels easily and that also retains the history of those changes irrespective of where the source moves making it easy to track.
