RTEMS | cpukit: move files to contrib (!972)

Does this follow the procedure in contrib/README.md?  It doesn't seem like it.  There is a reason these files have not moved yet because there is a procedure to get them in there which involves finding the base, doing a pure import + tag then re-applying the RTEMS change son top.

Bringing them in without the base breaks the primary reason why we created contrib/ in the first place.
