## Summary

rpcb_clnt.h includes rpcb_prot.h, which is supposed to be generated by rpcgen. Since that is disabled by default, the header is never installed, as it doesn't exist.

This copies the generated header from freebsd/sys/rpc/rpcb_prot.h to freebsd/include/rpc/rpcb_prot.h where the new generated one should live. I tried generating a header with rpcgen (with the --enable-auto-regen configure option) but it didn't seem to compile.

This fix will need to be ported to main when merged.

If there is a better way to fix this without requiring `--enable-auto-regen`, please let me know.
