## Summary

user/bsps/arm: Entry for TMS570LC4357 documentation

Recent MRs on the RTOS repo attempt to bring the TMS570LC4357 BSP to a Tier-1 state, with many targetting boot code. This commit contains live notes that will be made concise to replace arm/tms570.md. 

Comments on content and improvements would be helpful.
