## Summary

rtems-docs/cpu-supplement: Add intel_amd_x64.md

Added chapter for Intel/AMD x86_64 architectures
which was previously missing.

Included references to _CPU_Spin_wait() instruction
introduced in rtems/rtos/rtems!1256

Closes rtems/docs/rtems-docs#149
