RTEMS | cpukit/contrib/sys/priority.h: Replace missing macro with original value (!1357)

## Summary

`RQ_PPQ` is defined elsewhere in FreeBSD (that file was never imported into RTEMS).

Replacing it with it's original value (4) for now, until the next update.  
This will avoid any chance of hitting an error for an undeclared/missing name.
