## Summary

Add support for the Multiprocessor Priority Ceiling Protocol (MPCP) to RTEMS for use in SMP configurations. The original implementation of MPCP to RTEMS comes from [Supporting Multiprocessor Resource Synchronization Protocols in RTEMS](https://arxiv.org/pdf/2104.06366) by Junjie Shi, Jan Duy Thien Pham, Malte Muench, Jan Viktor Hafemeister, Jian-Jia Chen, and Kuan-Hsun Chen.

The first commit of this MR contains the changes for MPCP from the research found in this [GitHub repository](https://github.com/JJShi92/RTEMS-Resource-Synchronization-Protocols).

Beyond that, this MR adds support for MPCP to the semaphore manager, smpmpcp01 in smptests to test the MPCP implementation, and updates to the MPCP implementation.
