Should the commit message reference/update an issue?

I am OK with this technically but want to make sure these are on your todo list. 

- The _no_cpu_ "port" needs to have this with generic Doxygen to explain it.
- The [CPU Supplement](https://gitlab.rtems.org/rtems/docs/rtems-docs/-/tree/main/cpu-supplement?ref_type=heads) needs to include this.
