## Summary

[sparc] cpukit/score/.../cpu.h: Add _CPU_Spin_wait to sparc

Added _CPU_Spin_wait() assembly function to sparc architecture
and updated smpspinwait01.yaml to build test for sparc

Closes rtems/rtos/rtems#5645
