LibBSD | Add rc.cont generation from RTEMS_NET_* environment variables (#99)

## Summary

Provide support to generate `/rtc/rc.conf` from environment variables. A BSP can define environment variables based on boot loader settings and these can then be used as the settings to initialize LibBSD using `rc.conf`.
