I am not in favor of `status::*` labels because it overlaps or overrides what we have.

We have Draft already so why not use that? If something is stale should it be closed? We can link issues if blocked by something. 

And we can change the Status list in the issue but this leaves stale issues open. We have to sort through the existing issues and move them on a milestone again before 6.3 can release. This is become repetitive and tedious.
