## Summary
`reg_pbist.h` exposes `TMS570_PBIST_PACT_PACT1`, but for the supported 31x and 43x variants the `PACT` register only defines bit `0`  

It used to be bit `1` in the past I believe, but has since been updated.  

## Steps to reproduce
See TRM reference:

## Expected behaviour
Updated to expose bit `0` as a defined `PACT` bit
