## Summary

This merge request introduces Debian packaging support for the RTEMS deployment

 tooling through the new `rtems-pkg` packaging utility.

The implementation includes:

* Initial Debian packaging support and package generation workflow
* `rtems-pkg` wrapper utility for package generation
* Detection and validation of required packaging tools on the host system
* Fixes for build failures caused by host-injected compiler and packaging flags
* Fixes related to Waf package generation and template handling
* User documentation covering package generation and `rtems-pkg` usage
