@joel has been pushing hard on warnings and now a warning is a error so we would end up with an error any way. A concern is some cases would result in difficult to track down issues.

I am fine with fall through being an error if what we have is not working. If a situation arises that needs a change then we can address it then. At the moment what we have is broken.
