RTEMS Source Builder | Provide --rtems-tools when building rtems_waf packages vertically (#195)

The change of the build key has exposed a bug in the building of the RTEMS kernel. A review of the other packages like LibBSD show they are using the `--rtems-tools` option with `./waf configure`. A review of an `rtems-deployment` build shows:
