Fix building the kernel with existing tools under the prefix.

The kernel build incorrectly picked up the tools under the prefix if they exist rather than the staged tools.

Use the solution in `rtems/config/rtems-bsp.cfg` to add the staged tools to `configure`.

Closes #195
