RTEMS | Provide libdl shell command structs to easy adding them (#5632)

## Summary

The RTL and DLFCN shell commands do not have command defines. Add some to make it easier to add them to a shell.

Add extern C guards to `rtems/rtl/dlfcn-shell.h`.
