The head configuration file should only used by _edge_. Double check me on this and it should be OK.

The near term issue is that edge cannot update to newer gcc versions for nios2 or aarch64 until after the branch.

I don't know what we expect out of next and all targets passing. Perhaps holding those two architectures back to the last known versions to support things.
