The uploaded directory shows that waf bootstrap was aborted very early. Only `Tools/__pycache__/c_config.cpython-39.pyc` exists, and no core waflib modules such as `Scripting.py` are present. This indicates the extraction phase was interrupted before completion. Deleting `.waf3-*` regenerates a complete waflib. This appears to be a non-atomic extraction issue rather than an RTEMS-specific problem.
