RTEMS | Use unsigned type for processor masks (!1096)

The `<sys/bitset.h>` is used by `<sys/cpuset.h>` which is used by `<sys/_pthreadtypes.h>` which is used by `<pthread.h>`. In RTEMS, the bitset support is used to implement these APIs defined by headers in Newlib. I really don't know why fixing a simple integer type issue results now in such a discussion on principle grounds.
