Replace the tooling with updated tools available through PyPI:
* [specitems](https://pypi.org/project/specitems/)
* [specware](https://pypi.org/project/specware/)
* [specmake](https://pypi.org/project/specmake/)

The tooling is installed using the [uv package and project manager](https://docs.astral.sh/uv/).
