RTEMS | cpukit/libio: error ENAMETOOLONG when a path compenent is larger than NAME_MAX (!1095)

As @gedare stated, there are going to be multiple functions which needs to check this condition. Spot checking, I found link() also has this error. 

But there should also be test cases added for these. And you did not run all the tests.
