## Summary

This MR adds the scrutiny-embedded (v5.0.2) as a packaged RSB recipe under the name rtems-scrutiny. The build set installs:

* `libscrutiny-embedded.a` to `lib/`
* `libscrutiny-cwrapper.a` to `lib/`
* headers to `lib/include/`
* C wrapper headers to `lib/include/cwrapper/`
