RTEMS | build: add tool build key validation (!1125)

yes i have tested this code locally by running the RTEMS build after the patch. the config completed successfully and build proceeded without any errors The GCC build key is detected correctly and when the required key is higher than the detected key  the warning message is shown while allowing the build to continue.
