RTEMS | riscv: fix spurious interrupt by using SIP_SSIP instead of SIP_STIP (!1124)

For testing I verified the change by rebuilding RTEMS after applying the patch and ensuring the build completed  successfully I also checked the logic to confirm that the software interrupt path now correctly uses `SIP_SSIP` instead of `SIP_STIP` while the timer interrupt path remains unchanged.

Apologies for resolving the threads on my own I will leave them for the\
reviewers to resolve going forward.
